The French navy concept and doctrine centre has conducted a brief study on lessons learned with counter-piracy operations in the Indian ocean. This note highlights the most relevant conclusions that might be of some use in other operations.
Military counter-piracy operations in the Indian Ocean have started in 2008 upon the initiative of the European Union with the ATALANTA Operation. They are an interesting example of regional interoperability. The systems of operational coordination, information sharing, and restoration of the capacities to take action of the weakest states of an area are impressive considering the diversity of civilian and military actors, command structures and responsibilities.
